MOSCOW, March 2. Russia is the world's third largest consumer of
cigarettes - after China and the US, according to State Duma Health
Committee Deputy Chairman Nikolai Gerasimenko. He said that the cigarette
market in Russia continues to grow. 'This year 380 billion cigarettes will
be produced in the country, up from 141 billion in 1996,' said Gerasimenko.
He said the increase was occurring because Russia has created the best
conditions in the world for tobacco producers. 'We don't have any
restrictions on tobacco advertising and tobacco companies effectively
lobby their interests in the government and health ministry,' he added.

MOSCOW -- The Russian Finance Ministry has decided to increase budget
revenues by levying excise taxes on the retail price of cigarettes
beginning in 2006. Currently, Russia levies taxes on the wholesale price
of cigarettes.
Once this proposed change happens, cigarette smoking in Russia will
become a luxury, as an average pack of cigarettes will cost 30 to 40
percent more than it currently does, reports MosNews. The
country's financial authorities said the proposed hike is based not on
worries about the nation's health but by budget shortfalls.
Government officials accused the tobacco companies of decreasing the
wholesale price of cigarettes to pay lower taxes. The Russian Audit
Chamber reported that the government expected to receive $684 million in
excise taxes from tobacco companies in 2003, but instead only got $548
million. The Finance Ministry is slated to create a think tank to work out
the plan's new details.
Today, a pack of Russian cigarettes costs between 34 cents to $1.70;
the new tax will add between 14 cents and 68 cents per pack. For many
Russians, it will be enough of an increase for them to consider quitting
or lowering their cigarette consumption, according to MosNews.
